Introducing the Updated Level 2 Adult Care Worker Apprenticeship
From May 2026, the Level 2 Adult Care Worker apprenticeship is evolving, with refreshed content and an updated structure designed to better reflect modern adult social care practice.

Who is the apprenticeship for?
The Level 2 Adult Care Worker apprenticeship is designed for individuals working in adult social care who provide direct support to people accessing care services. Learners typically work under the guidance of a manager or supervisor and may be based in residential, domiciliary, supported living, or community settings.
It is suitable for a wide range of roles; including care assistants, support workers, personal assistants, and outreach workers, and supports both those new to the sector and those looking to build confidence and capability in their role.
What’s changed in the updated programme?
Launching from 27th May 2026, the updated Level 2 apprenticeship is delivered over a structured 10-month learning journey. While the overall purpose remains the same; there is a stronger emphasis on professional behaviours, structured development, and nationally recognised certification.
A key update is the introduction of the Level 2 City & Guilds Adult Social Care Certificate, which is now embedded within the apprenticeship. This Ofqual-regulated qualification offers nationally recognised, portable accreditation. The programme continues to meet off-the-job training requirements, with around 32 hours per month of planned learning.
Removal of End-Point Assessment (EPA)
One of the most significant changes is the removal of End-Point Assessment (EPA). Instead of a final standalone assessment, learners now achieve the apprenticeship through completion of the Adult Social Care Certificate.
Assessment is fully integrated and takes place throughout the programme, based on real workplace practice. This includes observed practice, written and reflective tasks, assessor-led discussions, and a final summative discussion. The result is a more supportive, continuous assessment approach that better reflects day-to-day care roles while maintaining clear standards.
What will apprentices learn?
The programme progresses from essential foundations through to more developed professional practice. Learners build knowledge around their role in adult social care, duty of care, safeguarding, equality and inclusion, and person-centred support.
As they move through the apprenticeship, learners further develop skills in communication, handling information securely, supporting wellbeing and complex needs, maintaining health and safety standards, and engaging in reflective practice. Professional behaviours are embedded throughout, supporting learners to act ethically, work collaboratively, and take responsibility for their own development.
A stronger focus on professional practice
The updated content places greater emphasis on what it means to work professionally in adult social care today. This includes developing sound judgement, taking a balanced approach to risk, and adapting communication methods to meet individual needs, including the use of digital tools.
Safeguarding is explored in greater depth; with clearer focus on systems and escalation, while technology and structured personal development planning are treated as integral parts of day-to-day practice rather than optional extras.
How the apprenticeship is delivered
The apprenticeship uses a blended delivery model designed to fit around working patterns. Core knowledge is delivered through interactive eLearning, allowing learners to progress at their own pace.
Learning is reinforced through monthly, expert-led workshops that encourage discussion, practical application, and peer learning. Learners also receive regular one-to-one support from a dedicated Personal Tutor, offering personalised feedback and progress reviews. All learning and evidence is managed through Paragon Skills’ specialist learning portal, Bud.
Assessment and ongoing support
Assessment takes a holistic approach linked to the Adult Social Care Certificate. Learners complete a range of assessment activities throughout the programme, leading to a final summative discussion graded on a pass or fail basis.
Ongoing support is provided by Paragon Skills’ experienced teams, offering consistent guidance and pastoral support throughout the apprenticeship.
